The DHHS On-line Manuals homepage displays and contains links to all DHHS Manuals currently available on-line. Users can reach the homepage at any time by clicking the Manuals Home button contained in the top and bottom toolbars. This feature allows users to easily navigate to other manuals if they encounter a reference to any other Manuals available on-line.
Admin Letter Alerts - are displayed on the On Line Manuals portal pages. The dates displayed indicate the most recently published Administrative Letter for each manual. The date is also a link to the Admin Letter View for the specific manual.
Change Notice Alerts - are displayed on the On Line Manuals portal pages. The dates displayed indicate the most recently published Change Notice for each manual. The date is also a link to the Admin Letter View for the specific manual.
The policy disclaimer is contained on the Manuals Homepage and the Policy Table of Contents pages. If there are specific questions related to the policy contained in the On-line Manuals, users are encouraged to contact the appropriate party. For workers, this would be their supervisor. For families, this would be their local office of residence whose contact information can be accessed through following the link provided or through the link provided on the Feedback page. Users outside of North Carolina, can access the DHHS Homepage to identify the appropriate contact for information.
The DHHS Logo displayed in the upper left corner of the On-Line Manuals pages is a link to the DHHS Homepage. This site provides additional information on the North Carolina Department of Health and Human Services, Programs, and Policy.
The Policy View displays the current policy contained in the manual. The policy view is the default view for the manual, and is the view displayed when a manual is selected from the DHHS On-line Manuals Homepage.
The first level page displayed in the Policy View is a Table of Contents displaying the contents of the On-line Manual. The entries in the Table of Contents are links to the associated section of the Manual.
The policy content page levels display policy manual content. The content pages include the features described in Page Design Features.
This view displays all active and current change notices for the manual. This view can be displayed by selecting the Change Notice Button in the main toolbars.
Advance Copy of Policy:
The Change Notice View also contains Advanced Copies of changed policy that is pending issuance. Advance copy sections will also contain the future date the policy will go into effect.
This view contains all active and current Administrative Letters. This view can be displayed be selecting the Admin Letter Button in the main toolbars.
This view contains historical copies of Policy, Admin Letters, and Change Notices. This view can be displayed by selecting the Archive Button in the main toolbars.
The search feature of the on line manuals allow users to perform searches for keywords and content of the on line manuals. The Search feature can be accessed from the main toolbars displayed at the top and bottom of the pages.
The index is a feature of the on line manuals that provides a list of keywords and topics contained in the manual and links to the relevant sections of the manual. This functionality provides an alphabetized list of indexed terms, keywords, and topics.
Index Navigation:
An Alphabetical Text Bar is provided at the top of the Index page. Users can jump to a desired area of the alphabet by clicking on a letter in the Alphabetical Text Bar. To return to the top of the Index Page or the Alphabetical Text Bar, users can click on the Top of Page Button displayed before each letter of the alphabet in the index listings.
The indexed terms, topics, and keywords are also known as index entries. Following each index entry is a link or multiple links to sections of the On-line Manual related to the index entry. The links displayed are formatted as order of occurrence in the Manual. To display a related section of policy, the user can click on the occurrence number link. After viewing the policy, if the user wishes to return to the index to display a different occurrence of the index entry, or to select a new index term, they can select the back button on their browser or select the index button in the top or bottom toolbar.
To print the webpages displayed for the On Line Manual, select the print option provided in the web browser.
To print PDF Files displayed, select the print option displayed in the bowser or Adobe Acrobat screen when you are viewing a PDF file.
For help using the web browser print feature, users should check the help feature of their browser.
Links to PDF file versions of forms, attachments, and figures throughout the On Line Manuals. The files can be view by clicking the text containing the link. The file will launch Adobe Acrobat Reader to display the file. To view these files, users must have the Adobe Acrobat Reader software, which is available for free via the Adobe website.
The Main Toolbars are displayed at the top and bottom of every page. They contain the following buttons:
Home- Allows users to access the DHHS On-line Manuals Homepage
Policy - Allows users to access the Policy View of the On-line Manual.
Change Notices - Allows users to access the Change Notice View of the On-line Manual
Admin Letters - Allows users to access the Administrative Letters View of the On-line Manual
Archive - Allows users to access the Archive View of the On-line Manual
Index - Allows users to access the Index feature of the On-line Manual
Help - Allows users to access the On-line help feature for the On-line Manual
Feedback - Allows users to access the Feedback Page of the On-line Manual
Search - Allows users to access the Search feature of the On-line Manual
Next Button:
Allows users to move to the next page of the On-line Manual
Previous Button:
Allows users to move to the previous of the On-line Manual
Top of Page Button:
To return to the top of page, to view the page table of contents or the top toolbar, users can click on the Top of Page Buttons displayed above headings throughout the On-line Manuals pages.
Page Table of Contents:
A listing of links to main headings included on the webpage displayed listed at the top of pages. The heading listed in the page table of contents are linked to the section of the page containing the content below that heading. To view the content associated with the entry in the page table of contents, users can click on the heading.
Footnotes and Hyperlinks:
Some On-line Manuals contain additional links such as footnotes and additional references. To access and navigate these features, users can click on the hyperlink text in the webpages.
Admin Letter Icon:
The following icon is displayed 
to indicate an active Administrative Letter related to the area of the manual. This icon is also a link to the Admin Letter View of the manual, which can be viewed by clicking the icon.
Changed Policy:
Updated or changed policy that is new is highlighted in the webpage content in RED text. Users can reference the Admin Letter and Change Notice Views to search for additional details on the changes.
Selecting the feedback feature by clicking the Feedback button in the Main Toolbar, takes users to a sub-page displaying 2 options.
Local Office contact information: For questions and information related to policy and Programs, users should contact the appropriate County office where they reside. Selecting the county contact link provided on this page, takes users to the County Directory website that is part of the DSS website.
Webmaster Feedback: For questions, comments, problems or other technical issues related to the On-line Manuals website, users can send an e-mail to the webmaster by clicking on the link provided. Clicking on the link will launch the users e-mail and populate the e-mail address field automatically. Note: This design feature functions differently with various e-mail packages, and the functionality provided may vary.
