A. Energy Neighbor is funded 100% from monies contributed by Progress Energy customers and employees and from corporate donations. Allocations are made only to counties that have Progress Energy residential customers. (See Figure 500-1.) Allocations are based on the number of Progress Energy residential customers in each county. Counties spend the money until the funds are exhausted or until the end of the heating season. If funds are remaining at the end of the heating season, the money may then be used to purchase fans for households experiencing a cooling-related crisis.

B. Explore the possibility of a Energy Neighbor payment prior to providing Low Income Energy Assistance or Crisis Intervention Program (CIP) assistance.
NOTE: Native Americans in Cumberland, Hoke, Robeson, and Scotland Counties who apply for the program and are eligible may receive Energy Neighbor benefits.
C. Households do not have to heat with electricity to be eligible. The temperature outside does not determine crisis situations. Households may receive funds for all types of fuel used.
