A. Complete a DSS-1656, Refund Receipt, when an individual refunds all or part of an overpayment either by cash or personal check.

The case ID must agree with the year the overpayment occurred.
The name must be the payee.
Mail the yellow copy of the DSS-1656 to the Program/Benefit Payments Section along with a county check for the total amount collected.
Mail the refund receipts monthly. They may be mailed at the same time as receipts for other public assistance programs.

B. Do not complete a DSS-1656 if a recipient returns his uncashed LIEAP check even if he has endorsed the check. You must:

Do not mark over the printed information on the check.

Give the recipient a receipt.
Send the voided check to the Program/Benefit Payments Section for cancellation.
Verify the cancellation of the check by reviewing the Monthly Adjustment Register.
