Energy Programs

A. If a check is unclaimed, you must:

Make at least one attempt to locate the recipient within 60 calendar days.
Return the check immediately to the NC DHHS Controllers Office, Program/Benefit Payments Section, 2019 Mail Service Center, Raleigh, North Carolina 27699-2019, for cancellation if the recipient is not located within 60 calendar days.

B. If a recipient claims a check after it has been returned to the Program/Benefit Payments Section for cancellation,

Complete a DSS-8129. Note on the DSS-8129 that the check was returned previously.
Send the DSS-8129 to the Program/Benefit Payments Section.
The Program/Benefit Payments Section issues a replacement check. (All replacement checks are sent directly to the requesting county.)

NOTE: Refer to Section 440 E, Address Changes and County Reassignments for checks returned for moving out of state and institutionalization.
