I. BACKGROUND
The purpose of this change notice is to make LIEAP and CIP policy changes and clarifications to the Energy Programs manual. Numbering and lettering has been changed in numerous sections. Form DSS-8114 has become obsolete and Form DSS-8178 has been revised to the new Energy Programs Application.
