I. GENERAL INFORMATION
Share the Warmth, the North Carolina Natural Gas (NCNG) energy assistance program, provides funds to help its low-income customers pay heating costs during the winter months. Since implementation in late 2004, 44 counties have received funding through this program. Share the Warmth administrators at NCNG have been very pleased with the excellent work by local department of social services staff in administering the program. We are pleased to announce that effective immediately, the following additional counties will receive monies from NCNG’s Share the Warmth energy assistance program: Alexander, Avery, Bertie, Camden, Carteret, Chowan, Currituck, Dare, Davie, Gaston, Gates, Jones, Mecklenburg, Pamlico, Pasquotank, Pender, Perquimans, Washington, and Yancey.
II. POLICY PROCEDURES
Refer to Section 921 of the Energy Manual, North Carolina Natural Gas (NCNG) Company’s Share the Warmth, concerning policy and procedures for taking, processing, and determining eligibility for households applying for emergency energy assistance when NCNG customers apply for crisis assistance. Funding Authorizations for these funds will be available to each county on the DSS Budget Office website when allocations are received from NCNG.
III. IMPLEMENTATION INSTRUCTIONS
Monies received through Share the Warmth energy assistance may be authorized using the same general criteria as the Crisis Intervention Program (CIP), except that Share the Warmth is limited to heating assistance only. Benefits cannot exceed $100 per application and $200 per calendar year. If an applicant meets the criteria, use Share the Warmth funds before authorizing CIP until funds are exhausted or until the end of the heating season. Any unused funds will be carried forward to the next state fiscal year.
