MANUAL: Food Stamp Certification Manual

CHANGE NO.: 9-2002 Date April 23, 2002

TO: County Directors of Social Services

EFFECTIVE May 1, 2002, make the following changes to the Food Stamp Certification Manual.

I. BACKGROUND

The purpose of this change notice is to clarify policy to count Special Assistance Demonstration Project Income as unearned income. This change notice also adds another verification source for interest income due to an approval of a waiver by the United States Department of Agriculture, Food and Nutrition Service.

II. SPECIFIC CHANGES

Section 263, Sources of Income

A. In Section 263.02, policy is updated to include Special Assistance (SA) Demonstration Project Income as countable unearned income in the food stamp unit (FSU).

B. Income chart is updated to include client’s written statement as verification for interest income that is $10.00 or less per month or $120.00 or less per year, unless questionable.

Section 265, Variable Income

Information regarding how to count Special Assistance Demonstration Project Income is added.

III. IMPLEMENTATION INSTRUCTIONS

These changes are effective with each application, change in situation, or recertification taken or processed after May 1, 2002.
