CHANGE NOTICE FOR MANUAL

MANUAL: Food and Nutrition Services Certification Manual
TO: County Directors of Social Services
I. BACKGROUND
The purpose of this change notice is to provide instructions for the allotment increase for SNAP households. North Carolina will increase each SNAP household’s benefit allotment by $3. Households currently receiving $65 will now receive $68 and households receiving $89 will now receive $92. A mass change will be performed on September 30, 2010 to increase the benefit allotment for each SNAP household. Attached is a sample of the notice that SNAP recipients will receive regarding the increase in the SNAP benefit allotment.
II. SPECIFIC CHANGES
Section 600, Simplified Nutritional Assistance Program (SNAP)
The allotment amounts have been updated in Section 600.02.
III. IMPLEMENTATION INSTRUCTIONS FOR SEPTEMBER APPLICATIONS/RECERTIFICATIONS/CHANGES KEYED AFTER SEPTEMBER 30, 2010.
Complete the DSS-8590 for benefits with start issuance of 9/10 using the “SLUP Screen.”
IV. IMPLEMENTATION INSTRUCTIONS FOR APPLICATIONS/RECERTIFICATIONS/CHANGES TAKEN ON OR AFTER OCTOBER 1, 2010.
A. Follow the normal procedures for direct worker entry.
B. FSIS will automatically apply the new standards.
V. INSTRUCTIONS FOR MAINTENANCE OF THE FOOD and NUTRITION SERVICES MANUAL
To maintain your current hard copy of the Food and Nutrition Services User’s Manual:
1. Go to the DSS On-Line Manuals Change Notice website at

3. Click on the attachment links at the bottom of the page to print the changed sections and attached documents.
4. Open the files using Adobe Acrobat Reader and print the pages. Insert or replace the appropriate pages in your current hard copy as indicated below.

NOTICE TO SIMPLIFIED NUTRITIONAL ASSISTANCE PROGRAM (SNAP) RECIPIENTS
The United States Department of Agriculture mandated a cost-of-living increase in SNAP benefits effective October 1, 2010. The SNAP Program benefit amounts will increase by $3 for each participating household. Households currently receiving $65 a month will now receive $68 a month and households currently receiving $89 a month will now receive $92 a month.
If you have questions about these changes, contact your local Food and Nutrition Services office. You have the right to request a fair hearing if you do not believe your benefits were determined correctly when this change was made.
HOW TO GET A HEARING
You have the right to a fair hearing of your case if you do not agree with our decision. You can request a fair hearing by letting your local Food and Nutrition Services office or county Department of Social Services know of your request. You may request the hearing in person, by telephone, or in writing. The hearing may be requested by any member of your Food and Nutrition Services unit or by your representative, including an attorney obtained at your own expense. Free legal advice may be available. Contact your nearest Legal Services Office.
You have 90 calendar days from the date this notice was mailed to ask for a hearing. Unless you ask for a hearing by this date, you cannot have one.
