December 1, 2005, make the following changes to the Food Stamp Certification Manual. |
I. BACKGROUND
The United States Department of Agriculture (USDA) recently approved a waiver requested by the North Carolina Division of Social Services for the purpose of increasing the reporting threshold for unearned income from private sources from $50 to $100 per month. The waiver applies to all households included in the Standard and Simplified Recertification categories. The purpose of this change notice is to make this revision to Sections 268, 270, 400, and 500 of the Food Stamp Certification Manual.
II. SPECIFIC CHANGES
A. Section 268.02, Budgeting Stable Income
Revises Section C to include the new reporting threshold for unearned income.
B. Section 270.02, Budgeting Fluctuating Income
Revises Section C to include the new reporting threshold for unearned income.
C. Section 400.03, Standard Recertification Category
Revises Section B to include the new reporting threshold for unearned income.
D. Section 400.04, Standard Recertification Category
Revises Section B to include the new reporting threshold for unearned income.
E. Section 500.03, Simplified Recertification Category
Revises Section B to include the new reporting threshold for unearned income.
F. Section 500.04, Simplified Recertification Category
Revises Section B to include the new reporting threshold for unearned income.
III. IMPLEMENTATION INSTRUCTIONS
The waiver approved by USDA is effective December 1, 2005. Food Stamp recipients included in the Standard and Simplified Recertification categories are affected by this recent waiver approval. The DSS-8550, Change Report Form, is revised to include the new reporting threshold amount. You may order the revised DSS-8550 (English and Spanish versions) by sending the DSS-2141 to DIRM Printing Facility, ATTN: Kay Kohler, 800 Ruggles Drive, MSC 2017, Raleigh, N.C. 27603, or fax the request to Kay Kohler at 919-715-6848. Inform clients at applications, recertifications, reapplications or change in situation of the new reporting requirements.
