EFFECTIVE: |
October 1, 2006, make the following changes to the Food Stamp Certification Manual. |
I. BACKGROUND
The purpose of this change notice is to add clarifications and update ABAWD policy in the Food Stamp Certification Manual.
II. SPECIFIC CHANGES
A. Section 240, Work Requirements
Combines deferment policy with exemptions from work requirements
B. Section 241, Employment and Training
Removes deferment policy. Clarifies that caseworkers must determine good cause for non-compliance when determination is not done by ESC. Also adds policy on curing for reapplication.
C. Section 243, Voluntary Quit
Removes reference to deferring individuals.
D. Section 245, Able-Bodied Adults Without Dependents (ABAWDs)
Provides policy about the 15% exemption option. An updated ABAWD Tracking form is included.
III. IMPLEMENTATION INSTRUCTIONS
These changes are effective October 1, 2006.
