CHANGE NOTICE FOR MANUAL

MANUAL: Food and Nutrition Services Certification Manual
TO: County Directors of Social Services
I. BACKGROUND
The purpose of this change notice is to make changes regarding Categorical Eligibility requirements to the Food and Nutrition Services Certification Manual.
II. SPECIFIC CHANGES
A. Section 620, Categorical Eligibility
1. Policy in Section 620.01B has been updated to include the requirements that all members must be authorized to receive Work First Cash Assistance or a combination of Work First Cash Assistance and SSI benefits.
2. Section 620.01 C has been updated to state that the household is not Categorically Eligible if the head of household is disqualified for failure to meet a work requirement.
3. Reference to Work First Employment Services has been removed from Sections 620.02 B and C. Policy is clarified in 620.02 B regarding verification of specific eligibility factors of active WFFA and/or SSI households.
III. IMPLEMENTATION INSTRUCTIONS
These changes are effective with each application or recertification taken or processed on or after September 1, 2010. Apply new policy to any change in situation that will be effective on or after September 1, 2010.
IV. INSTRUCTIONS FOR MAINTENANCE OF THE FOOD and NUTRITION SERVICES MANUAL
To maintain your current hard copy of the Food and Nutrition Services User’s Manual:
1. Go to the DSS On-Line Manuals Change Notice website at
2. Click on Change No. 5-2010.
3. Click on the attachment links at the bottom of the page to print the changed sections and attached documents.
4. Open the files using Adobe Acrobat Reader and print the pages. Insert or replace the appropriate pages in your current hard copy as indicated below.
