CHANGE NOTICE FOR MANUAL
MANUAL: Food Stamp Certification Manual
CHANGE NO.: 15-2002 DATE: September 17, 2002
TO: County Directors of Social Services
EFFECTIVE October 1, 2002, make the following changes to the Food Stamp Certification Manual.
I. BACKGROUND
In accordance with new requirements established in Title IV of Public Law 107-171 of the Food Stamp Reauthorization Act of 2002, this change restores food stamp eligibility to certain qualified aliens. This change also clarifies existing policy concerning the use of qualifying quarters by more than one individual to meet eligibility requirements.
II. SPECIFIC CHANGES
Section 225.05, D., Determining Alien Eligibility
This change restores food stamp eligibility to any qualified alien who is otherwise eligible and is blind or receives disabilty benefits regardless of his date of entry. This change also corrects the reference in Section 225 to the disability definition from Section 250 to Section 210.05.
Section 225.12, The Interview
This change clarifies that more than one individual can use the same qualifying quarters to meet eligibility requirements. For example, two children could use the same qualifying quarters of a parent to satisfy requirements.
III. IMPLEMENTATION INSTRUCTIONS
A. For applications, recertifications, or changes taken prior to October 1, 2002, but processed on or after October 1, 2002:
1. Use the current alien policy to determine eligibility for months prior to October 2002.
2. Use the new alien policy to determine eligibility for October 2002 or later.
B. For applications, recertifications, or changes taken on or after October 1, 2002, use the new alien policy to determine eligibility.
