CHANGE NOTICE FOR MANUAL
MANUAL: Food Stamp Certification Manual
TO: County Directors of Social Services
EFFECTIVE October 1, 2003, make the following changes to the Food Stamp Certification Manual.
I. BACKGROUND
In accordance with new requirements established in Title IV of Public Law 107-171 of the Food Stamp Reauthorization Act of 2002, this change restores food stamp eligibility and eliminates deeming reqirements for immigrant children under age 18 regardless of when they entered the United States. In addition, a new address for the submission of the Form G-845 is provided.
II. SPECIFIC CHANGES
A. Section 225.05,A,2, Determining Alien Eligibility
Adds qualified children under age 18 regardless of date of entry into the United States to the list of immigrants who are eligible for food stamp benefits.
B. Section 225.06,B,6, Sponsored Aliens
Exempts qualified children under age 18 from sponsor deeming requirements.
C. Section 225.08,B,6 Secondary Verifications
Provides a new address for the mailing of completed G-845 forms.
III. IMPLEMENTATION INSTRUCTIONS
A. For applications, recertifications or changes taken prior to October 1, 2003, but processed on or after October 1, 2003:
1. Use the current alien policy to determine eligibility for months prior to October 2003.
2. Use the new alien policy to determine eligibility for October 2003 or later.
B. For applications, recertifications, or changes taken on or after October 1, 2003, use the
new alien policy to determine eligibility.
