CHANGE NOTICE FOR MANUAL
MANUAL: Food Stamp Certification Manual
CHANGE NO.: 1-2003 Date: December 12, 2002
TO: County Directors of Social Services
EFFECTIVE: February 1, 2003, make the following changes to the Food Stamp Certification Manual.
I. BACKGROUND
In accordance with Section 404 of the Personal Responsibility and Work Opportunity Reconciliation Act of 1996, Public Law 104-193 as amended September 28, 2000 (65 FR 58301), aliens known to be living in the U.S. unlawfully must be reported to the Immigration and Naturalization Service.
The change to Section 400.02 I reflects an updated policy interpretation regarding Vendor Payments. Vendor Payments are no longer considered a reportable change.
II. SPECIFIC CHANGES
Section 225.16, Requirement To Report Illegal Aliens
This section adds new policy, criteria and instructions for reporting aliens who are residing in the the U.S. unlawfully.
Section 400.02, Recipient Responsibilities
Section 400.02, I is deleted to remove Vendor Payments from the list of reported changes.
III. IMPLEMENTATION INSTRUCTIONS
This change is effective February 1, 2003.
