I. GENERAL INFORMATION
The United States Department of Agriculture has mandated a cost-of-living increase in Simplified Nutritional Assistance Program (SNAP) benefits effective October 1, 2007. North Carolina will increase each SNAP household’s benefit allotment by $3. Households currently receiving $38 will now receive $41 and households receiving $62 will now receive $65. A mass change will be performed to increase the benefit allotment for each SNAP household. Attached is a sample of the notice that SNAP recipients will receive regarding the increase in the SNAP benefit allotment.
II. POLICY PROCEDURES
A. On the night of September 28, 2007, FSIS will perform a mass change on all active SNAP cases with a cert thru date of October 2007 or greater. This change will increase all active SNAP households’ benefits by $3.
B. The mass change will be performed on active SNAP cases only. Active cases are defined as cases that contain a transaction code of 2, 6, 8, or 9 in Field 6 of the DSS-8590.
C. Cases classified as “Forms on Hold” in FSIS, will not be updated with the mass change until the form is released.
D. SNAP households whose rent/mortgage is $150 or greater will receive a benefit allotment of $65. SNAP households whose rent/mortgage is $149 or less will receive $41.
E. A notice will be mailed to SNAP recipients on September 14, 2007 notifying them of the change in their benefit allotment.
F. A report of old and new benefit allotments for each active SNAP case will be created. This report is titled “MASS CHANGE EFF OCT 2007 FOR SNAP CASES” and placed in NCXPTR. A hard copy will not be mailed to counties.
III. IMPLEMENTATION INSTRUCTIONS
This change affects each active SNAP case as of September 28, 2007 with a cert thru date of October 2007 or greater. Each active SNAP case will receive this increase in benefit allotment when receiving their October 2007 issuance of SNAP benefits.
