If a Work First participant and their children are enrolled in a residential substance treatment facility such as CASAWORKS and has the intent to remain in the CASAWORKS county upon entering the Program or shortly thereafter, this is consisent with the statuator definition of legal residence. Therefore, the county of residence becomes the county in which the participant is enrolled in CASAWORKS and benefits and services should be provided by the CASAWORKS county.
