Family Services, Volume I: Children’s Services, Chapter XII: Pregnancy Services has been revised to include policy on the Infant Born to an Incarcerated Mother Program (previously known as the Prison Baby Program). This policy has primarily been long standing practice but has not been included in recent written policy. Two areas of policy are new.
First, requests for placement evaluations will be sent directly to county directors from the North Carolina Correctional Institution for Women (NCCIW). This request will be communicated by way of the DSS-5278. The recommended tool for completing this evaluation is the Initial Kinship Care Assessment (DSS-5203).
Second, the county completing the evaluation should contact the DSS in the county of residence of the mother (noted on the DSS-5278) if it is different from the county of placement, to determine if there is an active CPS case there and to inform the county DSS of the potential placement when the child is born.
