I. INTRODUCTION

Special Assistance to the Certain Disabled (SCD) is a program that provides a limited monetary payment each month to a recipient who meets the program's eligibility requirements. SCD recipients are not eligible to receive Medicaid. County participation in this program is voluntary. It is each county's individual decision whether or not they choose to participate. Refer to Appendix C Figure 1 for a list of counties that are participating in SCD.
