IV. DETERMINATION OF INCOME ELIGIBILITY

A. Gross Income Test

1. Determine the budget unit’s countable gross monthly income for the base period. Refer to MA-3300, Income.

2. Compare the countable gross monthly income to the 185% Poverty Income Level for the number in the Needs Unit.

3. If the countable gross monthly income is equal to or less than the Poverty Income Level, the assistance unit is eligible under M-PW, provided all other eligibility requirements are met.

4. If the countable gross monthly income is greater than the Poverty Income Level, do the Net Countable Income Test. See B.

B. Net Countable Income Test

Refer to MA-3300, Income, to determine net countable income.

1. Determine the budget unit’s net countable monthly income for the base period.

2. Compare the countable net monthly income to the 185% Poverty Income Level for the Needs Unit.

3. If the countable net monthly income is equal to or less than the Poverty Income Level, the assistance unit is eligible under M-PW, provided all other eligibility requirements are met.

4. If the countable net monthly income is greater than the Poverty Income Level, the assistance unit is ineligible for M-PW. Evaluate under another aid program/category. See MA-3305, M-AF, M-IC, H-SF, Budgeting. If there is earned income, also refer to MA-3300, Income. Earned income deductions may vary with different aid program/categories.
