CHANGE NOTICE FOR MANUAL NO. 13-11, F&C MANUAL SECTIONS IMPACTED BY SIMPLIFICATION OF RE-ENROLLMENT FOR MIC/NCHC

I. BACKGROUND
Section 203 of Children’s Health Insurance Program Reauthorization Act of 2009 (CHIPRA or Public Law 111-3) provides avenues to ensure that children eligible for Medicaid and CHIP have a fast and simplified re-enrollment process. Effective July 1, 2011, policy changes have been made to simplify the re-enrollment process for MIC/NCHC.
Due to the changes to MIC/NCHC re-enrollment policy, other sections in the F&C manual have been updated to reflect these changes. The following sections updated are: MA-3300 Income, MA-3410 Terminations and Deletions, and MA-3550 Transportation. MA-3255, NC Health Choice is updated in 16-11.
II. Content of Change
A. MA-3300, Income, is revised to:
1. Include definition of base periods for MIC/NCHC re-enrollment. For verification of income procedures for MIC/NCHC re-enrollment, a reference to MA-3410, Terminations, Deletions, and Ex Parte Reviews and MA-3420, Re-enrollment is added.
2. Remove Figures 1, 2, and 3, and any reference to those figures.

C. MA-3410, Section title changed to “Termination, Deletions and Ex Parte Reviews.”
1. MA-3410 III. E. Verification Requests is reformatted. The section now includes clarification that information obtained from a pending application within the DSS agency and from another Medicaid case can be used for ex parte verification.
2. MA-3410 IV., Requirements for Ex Parte MIC/NCHC Re-Enrollment added to policy and subsequent sections are re-numbered.
3. Figure 3 is obsolete and is removed from policy.
4. Convert figures to forms and change the link from the figures to the following:
a. DMA-5137, Ex Parte Verification of Pregnancy, formerly Figure 1.
b. DMA-5138, Non-MIC/NCHC Ex Parte Checklist, formerly Figure 2.
c. DMA-5139, Second Party Review Plan_WF, formerly Figure 4.
d. DMA-5140, Second Party Review Sheet, formerly Figure 5.
D. MA-3550, II.B, is revised to indicate the DMA-5067, Children’s Medicaid/NCHC Re-enrollment Information Notice, serves as a Medicaid Transportation notice of rights for MIC/NCHC recipients for ex parte reviews.
1. List of attachments at the end of the section is removed. Attachments throughout policy are converted to forms and links to the forms are incorporated into policy.
2. Attachments 11 and 12 are assigned DMA numbers as follows:
