TO: COUNTY DIRECTORS OF SOCIAL SERVICES
This change notice transmits revisions to the EIS Manual. Revisions are effective November 1, 2000, unless otherwise noted.
I. EIS 1052
This section has been updated to include the new Individual Inquiry (ID) screen and the new Individual Profile (IP) screen. These screens were implemented 10/23/00.
II. EIS 1054
This section has been updated to include the new Individual Inquiry (ID) screen and the new Individual Profile (IP) screen. These screens were implemented 10/23/00.
III. EIS 1060
Changes have been made to this section to include quarterly reporting for Work First cases.
IV. EIS 1061
The print driver in XPTR changed from PNSP to PBNS. This change was effective September 21, 2000.

VI. EIS 1250, 2011, 2012, 2013, & 2015
The name used in EIS should match the name on the BENDEX, SDX, TPQ, SOLQ, Social Security Card, or Medicare Card. If a discrepancy exists, use the name from the online verification.
VII. EIS 3402
Clarification of the error “No Matching Case Situation for Add Individual” when the case was transferred to or from another aid program/category.
VIII. EIS 3451 – EMPLOYMENT AND TRAINING
When transferring a case from AAF to MAF, you must enter the E & T code information.
IX. EIS 3600
Effective August 2000, cases automatically transferrd from Work First to MAF are given 1-month certification period or the remainder of the payment review period, which ever is greater.
X. EIS 3700 – JOB BONUS HISTORY SCREEN
A. Use the Job Bonus History screen (JB) to apply a job bonus to an individual and/or to view the history of individuals that have used the Job Bonus. Both Work First (AAF) and Medicaid (MAF) job bonuses are displayed.
B. The Job Bonus History screen will be available in EIS on 11/6/00.
C. Special Review Code “J”, used on the 8125, is no longer valid, as of 11/6/00.
D. An automated conversion will be completed on existing cases with the “J” special review code. For each Medicaid case with a Special Review code “J”, a Job Bonus entry will be created for the payee of the case. This conversion will take place on 11/3/00. A report of the converted cases will be produced. If the payee is not the individual who should have received the Job Bonus, call EIS at 919-857-4019 to have the Job Bonus deleted, then enter the Job Bonus for the correct individual.
E. The Job Bonus History Screen is effective 11/3/00.
XI. EIS 4000 APPENDIX B
A. Two new change codes have been added. The new codes are for cases transferring from MAF-C earnings disregard to MAF-C. The Adequate code is 5N and the timely code is 1N.
B. Text for adequate termination code 53 has been modified and a new timely termination code 1D has been added for individuals who have moved from North Carolina.
XII. EIS 4200 PART 3 AND PART 6 - SDX CODES
As a result of Legislation passed in December 1999, the Social Security Administration has implemented a new Medicaid Eligibility Code of "N". When SDX shows payment status code of "N24", and the new Medicaid Eligibility Code of "N", the individual is not eligible for a SSI payment but is still eligible for SSI Medicaid.
The change for EIS to recognize this code combination was implemented on September 29, 2000.
XIII. EIS 4300
A. Part Two
1. Only individuals closed on NCHC cases can be reopened into “L” (Optional Extended Coverage) class.
2. If a family previously terminated from NCHC reapplies within the 12-month enrollment period of the terminated case, you must register a new application in order for BCBS to give a new 12-month period.
B. Part Four
1. Only individuals on the case at the time of termination can be approved into “L” class.
2. NC Health Choice class “L” is NOT a valid class for add-an-individual applications.
C. Part Five
Do NOT attempt to change the classification, during the enrollment period, for a NC Health Choice case prior to contacting EIS.
D. Part Seven
Table of Contents has been corrected so the page numbers match the reports.
XIV. EIS 4900 APPENDIX E – PART ONE & PART TWO
Modifications were made to the 8125 screen to include the “SANC MRA” and “IVD” fields. These fields were added to EIS in April 2000. Additional information will be issued by the Division of Social Services at a later date.
