Categorically Needy - No Money Payment is a Medicaid classification for aged, blind, and disabled individuals who do not receive SSI, but whose resources are below the categorically needy levels and whose income is below 100% of the Federal Poverty Level (FPL). This section defines the general requirements to determine eligibility as categorically needy for non-SSI recipients. (For working disabled or blind individuals with income less than or equal to 150% of the FPL, see MA 2180, Health Coverage for Workers with Disabilities.)
Always evaluate aged, blind and disabled individuals as categorically needy before evaluating under medically needy criteria.
