SUBJECT: MQB-E Certification Period Extension to 12/31/2008

MQB-E, also known as Qualifying Individuals 1 (QI-1), has been funded by Congress through December 31, 2009. A certification period extension is being completed in EIS through December 31, 2008. Follow reenrollment procedures as outlined in MA-2160, Qualifying Individuals 1.
On the night of August 27, 2008, EIS will automatically extend the certification through date for MQB-E cases to December 31, 2008. A list of the cases that are updated will be available the next day in a report on XPTR named “DHREJ QI1 Cert Period Extended.” To view this list, select the version with the most current date.
Do not key any changes to MQB-E cases or transfers to MQB-E on August 27, 2008. Key these changes either before or after August 27, 2008. Approvals may be keyed any day.
On August 28, 2008 an automated DSS-8108, Notification of Benefits, will be mailed to recipients whose certification period was updated automatically notifying them of their continued eligibility through December 31, 2008. These cases will be included on the Notice Register.
MQB-E cases with an 8125 pending August 27, 2008 will not be updated automatically. These cases will require you to key a DSS-8125 to update the certification period to December 31, 2008. If your county has any of these cases, your MPR will e-mail you a list.
Pull the cases from the list and key the DSS-8125 to update the certification period unless the case is terminating for another reason. Enter the redetermination code (01). By using code 01, the recipient will be mailed an automated DSS-8108, Notification of Benefits, notifying him of his continued eligibility through December 31, 2008. Do not override the notice.
Beginning August 28, 2008, for changes and transfers to MQB-E that are effective prior to November 1, 2008, enter a certification through date of December 31, 2008. For changes and transfers to MQB-E effective on or after November 1, 2008, enter a certification through date of December 31, 2009. Follow policy in MA-2160, Qualifying Individuals 1.
Beginning August 28, 2008, counties can approve ongoing MQB–E cases with a certification through date of December 31, 2008 unless the case is terminating earlier. If the date of application is on or after November 1, 2008, follow policy in MA-2160, Qualifying Individuals 1 to enter a certification through date of December 31, 2009.
