SUBJECT: Puerto Rican Issued Birth Certificates
DISTRIBUTION: Medicaid Staff
ABD Medicaid Change Notice 10-10, Citizen/Alien Requirements, and F&C Medicaid Change Notice 06-10, Citizen/Alien Requirements were published to the online manual site and effective July 1, 2010.
These Change Notices update policy and corresponding figures to reflect changes to the citizenship requirements and include revised policy regarding Puerto Rican issued birth certificates.
The Puerto Rican government has amended their law and will now invalidate all birth certificates issued prior to July 1, 2010 on September 30, 2010.
Policy and corresponding figures instruct that Puerto Rico born citizens must provide birth certificates issued or reissued on or after July 1, 2010. Due to the amended law, Puerto Rican birth certificates issued prior to July 1, 2010 are acceptable citizenship documentation until October 1, 2010.
